Stair Railings and Newels

Hello everyone,

My staircase hand rails are wobbly. I believe it is due to several issues. The newel is a bit loose, it does not feel secured to the base and is a bit wobbly. Second, a section of the wooden hand rail is not secured to the other section of the handrail. It looks like the glue between them are no longer bonding. It is attached to each other but the glue is partially holding it together.

Can anyone recommend any solutions to fix the newels and the section handrails?
