Spans and Footings for deck

Hello, probably an easy question for someone who builds decks for a living. I want to build a 16x16 deck that is not attached to the house. It will be about 3-4' off the ground and I would like 2' overhangs on both ends of the joists off of the main support beams. Can someone help me with this county code website
http://resources.baltimorecountymd.g...conpkt1207.pdf
to size my beams and footers (how many and what size). For reference I will be using 2x10 joists since cost is minimal over 2x8.

after looking at there web site it is not clear on beam support over 12 long joists. so what i would propose to them is a 2x12 on each side of the 4x4 post on 18 dia. or 16 square pad with the 2 x 10 rest on top of them with the 2 foot hangover on each side which should put you inside their span charts

Thanks for the response. Glad I'm not the only one who thinks their chart is lacking. It also doesn't give specs for a freestanding deck.

I wanted to add I'm using 6x6 posts. Not 4x4. I believe I can get away with 2 doubled 2x12 for my main beams. One beam 2' in on each side.

I also was surprised to see the size footers I'm going to have to dig.

Good plan to go with 6 X 6's. Cut into the sides of the 6 X 6's not just attach on the sides.
Double 1/2 through bolt bolt not just nails.
Only use ACQ approved fastners!
