soundproofing a basement apartment
 
i plan to install sound insulation panels on the bottom of the beams in my basement ceiling (instead of sheetrock) so that i cannot hear my tenants upstairs.

these panels are about the size and thickness of sheetrock but the texture is somewhat more coarse so i was wondering if anything can be done to make it look pretty, i.e. paint it or finish it somehow ?

You are supposed to install those panels over framing, or an existing wall/ceiling, and then install sheetrock over it...

hmmm ... if that is the case, what do i do with recess lights that buffer down only 1/2 in (i.e. are designed to expect only one layer and not two) ?

Cut out a square (16" x 16" or so) in the existing ceiling and reset the light frames to accomodate the additional 1" or so of ceiling material. Use additional framing if need be, so that the lights are set at the appropriate depth.
