A picture would help me understand your wall make-up as it is now. The sill gasket is a capillary/air/thermal break under the p.t. sill plate: http://www.greenbuildingadvisor.com/...-building-code The upper wall sits on a sill sealer to stop air movement to the exterior, caulking will work. It is pictured at the plate/plywood sub-floor junction.
Fiberglass won't work as an air seal at the rim joists.
