Smell under part of kitchen where crawl space is.

There was a piece built on our kitchen before we bought the house, there is no basement underneath, just a crawl space. We live in a cold climate, and the only time there is no smell under our kitchen is in winter or certain parts of summer when there is not alot of rain and the soil is dry. What are some solutions? I think it must be the soil when it is wet and damp?? HELP

Need a whole lot more info.
Is there gutters?
Is there foundation vents?
Did they lay a layer of 6 mil. plastic as a vaper barrier under that section?
Have you been under there to check for standing water or a water leak?
Does the grade run away from the foundation?
Did someone pile up mulch up againt the foundation?
