Small Foundation Hole?

I have a small V shaped hole in the foundation corner of my garage. It's pretty big for a mouse, but not big enough to put my hand through.

Actually it might have been an amature water or gas line fitting at one time, but now it's empty and I need to patch it.

It's a V cut into the foundation rim (there is a 4" cement rim around the garage floor) and above the V is studs. I can see daylight, so the opposite side is probably at or near ground level, but I haven't been to the outside due to snow and mud.

What is a good way to fix this? Temporary and permanent solutions welcome. I'll be finishing the garage in the future, but not anytime soon.
