Small Deck. Need input on lumber.

This happened right up the street from us, the guy built a beautiful deck around his above ground pool, the inspector drove by and saw it, failed it and made the guy tear it out AND fined him. It never got rebuilt..... This may influence your decisions since you say you're on a budget.....
