siding

I know that this is technically a painting question. I have older I guess factory coated siding aound 6 inch laps white and powdery to the touch?
Peeling with the aluminum showing. How do repaint this? Or do I have to replace the segments that are peeling? New roofing, black asphalt shingles, so the white looks extremely dingy. Normally people would power wash, but affraid of more peeling. Any suggestions on both issues?
