Should I float a footer for a block wall?
 
Or screed only so the mortar will have more to grab?

we use to finish by tamping a rake down on the surface

Never smooth, for a better grip, even add a keyway.

Even better is to set the first course or two late the same day the footing is poured. If it rains over night you feel like a genius and make things much easier. That is why the real successful contractors are "Concrete and Masonry Contractors" so they are more efficient and control the scheduling. - It sure beats having to wait for Mother Nature to dump some rain on the job and make a mess and screw things up.
