Sealing slab for moisureproofing

Hello,

I'm new here. I built a custom home in 2004. I have excessive moisture entering into the basement and shop areas. I live on a hill in a forrested area where moisture and humidity is excessive. The basement area is 750 sq. ft. and I have to use a dehumidifier to get rid of the excessive moisture or it gets a mold smell. I was gone for 2 months, came home , turned on the dehumidifier and filled the bucket which I believe is around 3 gallons in 1 day just in the basement area(waste of electricity). Can this problem be solved using redgard or bluegard? If so, how do you use it? I currently have carpet down there, do I need to pull the tack strips? or will that matter if I leave them there and go around? I am looking for an answer only from someone qualified to answer or someone who has the experience. Thanks.
