Welcome to the Forum!

you got me on this one, I know of Structural Insulated Panels (SIP's) which are wood structural panel sheathing with foam insulation in between that are commonly used as exterior walls and roofs. And I know of Insulated Concrete Foams which typically are styrofoam panels connected with plastic webbing that are filled with concrete to create either foundations or exterior walls, but I've never heard of steel concrete insulated panels.

are you saying these are used as exterior walls (do they happen to match with my description of SIP's above?)

You can use PT lumber or you can use a capillary brake.

I wouldn't trust a coating alone and would prefer to see a 100% capillary brake or other isolation.
