Rooftop Deck Question


I have a flat roof over a portion of my house. It's old now and water leaks through to the ceiling directly below... It needs to be replaced. I figure this would be a good time to plan a rooftop deck. I'm not that far into planning, I'm basically just going over my options right now.

My question is.. can tile or weather-proof wood laminate be placed directly onto the rubber material that water-proofs a roof assuming that the roof is supportive enough for people to walk on?
