Roof leak to electrical panel via flashing?

The home I got recently had electrical panel replaced and rewired by the previous owner.

I noticed that during heavy rain (might also depend on direction of rain), that the patched up wall where the electrical panel shows signs of water dampness. See photos.

I think approximately above that panel on the roof is the connector where the utility line feeds to the home, which has a flashing installed by the shingles, though not great handywork (reused existing flashing, not new replacement).

Aside from that, the roof in that area looks ok, if not perfect. Is the utility feed line likely where the rain water has intruded?

What's the best corrective action? Replace with new proper flashing? What would you estimate that to cost hiring a contractor to do it (in northern California)?

Just wanted to follow up, if I had someone replace the flashing, and maybe the weatherhead, etc.

Would I find a:

* electrician
* roofer
* general contractor

I assume replacing flashing may still require dismantling the weatherhead and then putting it back together depending on how existing/current flashing is installed.

I assume electrician is the proper person to contact but wanted to confirm here.
