Many new construction windows will have a "scored line" around the nail flange, and if done carefully, the fin can be removed. When doing remodels, we generally always use new construction windows unless there is no way (brick exterior or just a single replacement) to utilize the nail flange. I like security of using the flange for attachment and sealing, but it won't work for all applications....and some may have opinions that go against how we do it.
Redline, I know that Pella's new construction windows can have the fins removed and installed with clips. So my answer is yes however I do not know what companies offer the clips. I would check with the window company first to see if it would cause an issue with the warranty.
