Repair Opening in concrete foundation

Moving window in concrete wall in basement. This will leave a 24" x 48" opening. Bulider says he will frame in with wood, sheath it and parge it.
Is this adequate or is their a better way.

Will this wall be covered over by dirt? Seems like a half a$$ed solution even if it isn't.
Drill in rebar and fill it in with concrete.

It will be 1/2 covered in dirt, I agree I like the rebar and concrete solution.
