Steam will work---First try the simplest method,however---
Go to the store and buy a bottle of DIF wall paper remover (It's a soapy enzyme that softens the wall paper paste)
Also get a paper scorer --(round plastic tool with little gears)-That will quickly poke a thousand little holes through the face of the paper so the water and DIF can reach the paste.
You will get the paper wet using the water/Dif solution--when the paste softens--remove the paper with a wide putty knife----clean the remaining paste off the wall with a green scrub pad and soapy water.
Wipe with clear water after the paste is scrubbed off.
I use a plastic garden spray pump--less messy than applying the DIF with a sponge or paint roller.
