Removing Fence Posts

Years ago my X built an enclosure under our deck with fencing. I have since taken the fencing down but what remains are two pressure treated 4X4s sunk into concrete. What do I use to cut these off level with the ground?

Do you want to take the concrete out too ?
I've used a sledge to break up the concrete
