To remove or not to remove tar paper, that is the question

I have an exterior wall that is about to become an interior wall, due to my efforts to enclose an entryway area. The top part of this exterior (soon-to-be interior) wall is adjacent to a small attic area. I temporarily removed the siding that covers this attic so that I could add some insulation. There's tar paper behind this section of siding, and I was wondering whether I should leave it or remove it---the tar paper, that is.

If I leave the tar paper (which would be slightly easier) then I'd have attic, insulation, tar paper, T1-11 siding, drywall, new foyer/entryway, in that order. Given this scenario, is the tar paper a) a good thing, b) a bad thing, or c) something that only an anal-retentive DIYer would worry about?

Doesn't this connect the two attics so you would remove it for access? Be safe, G
