Remortaring inside of foundation wall

I've got an old clay block foundation and the mortar is crumbling badly. It's really old. Would it be a good idea to remortar this wall from the inside? Also, I should mention that there's a thick coating of paint on the foundation wall and it looks to be thoroseal. It's chipping off in many areas but some of it is still bonded to the wall pretty good after many many years.

Any suggestions on how to fix the walls up? Is it even necessary? Does remortaring strengthen the wall at all? There's some holes in it scattered about which I have filled with big gap spray foam.

Remortaring inside of foundation wall

some pics would help but, in the meantime, spray foam is NOT structural material -works fine for keeping out critters

thoroseal is a coating, not paint,,, i'd guess ( in residential use ) diy'ers would've used drylock-type product

I know that spray foam has no structural value. I simply needed something to fill in the voids to keep pests and rodents out of my house.

I don't know much about thoroseal but I was told that it's probably what it is.

Remortaring inside of foundation wall

Does anyone know if a pressure washer will help me clean up the walls? Would it be a good idea to rent one to clean up the walls so I can look at remortaring the bricks?
