re-enforcing foundation - southern cal

I have done foundations before but have a question

I am re-enforcing an existing raised foundation for a second story. I dug out around the house and dug out underneeth existing foundation every other 4 feet. There will have to be 2 concrete pours.

Should I drill rebar through the dirt underneeth the existing foundation or leave alone until after my first pour? I do not want to weaken the all ready fragile foundation.

What do you recommend?

Did you get a permit for the work?

Was the repair engineered?

Engineered drawings would clarify what needs to be done for the integrity of the foundation.
