Rain Water going under the house


Hello. I saw in many places inside the house, a lot of moisture. The dry wall ( about 3 feet high) was very moist. Because, I checked it was not
a plumbing problem, the conclusion was that it was a rain problem.
The water managed to go under foundation and cause the moisture to the
drywall. The carpet was dry maybe because the floor is concrete.
How do I repair the problem ?
A. I put concrete all around the house sloping away from the house.
B. Take the drywall out and put aluminum sheeting 3 feet high ( the kind
we put in the valley of the roof ).
The song says: It never rains in Southern California, but this time it really
rained a lot. Any Advice ? Must the foundation be so bad that water is
sipping through ? I appreciate any suggestions. Thank You.

Ayuh,... It ain't gotta be Concrete, but Yes, the grade should slope Away from the foundation for 10' or 15'....

If I do not put concrete sloping away from the house, then what am I going to put so the water does not filter through ?
