how would you repair this?

rain water is coming in crease of floor and wall at basement level

other image is the situation outside at ground level.

In this situation i would suggest you not to waste you time and consult a good roofing company to get a good advice in your situation.

based on the stain on your wall, it looks like you had water in your basement before? how often? is water penetration localized to just one place or all over?

not sure why you would call a roofer first but you may want to think about some of these questions:

1. did you make any changes to your landscaping outside?
2. is your ground sloping away from your basement?
3. is your gutter free of debris so that the water is not running off straight from the gutter to your ground?
4. have you disconnected your downspout (shown in the picture) and see if there is a blockage inside the buried pipe? (you may want to pour in a bucket of water to see if it drains well)

Are your gutters kept clean? Or could they be overflowing before water gets to the downspout?

Are underground drains from downspouts still legal where you are?

A roofer would have nothing to do with this repair.

I'd bet the outside of the foundation was not coated with foundation sealer before it was back filled and there was no french drain installed in addition to the other suggestions.

We have to do the sealing and add the french drains in my area or it will not even pass the foundation inspection.

How old is the house? I spent $2500 installing weeping tile around my house and now the water is coming in through the floor. Old houses should have finished basements.

looks like downsprouts run into the ground? is the pipe perferated? is the grading sloped away?

i would say easiest but most expensive way is to dig up around the foundation and put up barrier against the block then fill it back

I have a similar problem in my basement localized to one corner of my basement. My gutters drain in a similar way. Would those extendable attachments help to divert water away in this case? Or would the rain water just permeate through as a result of ground saturation. Any opinions?

the farther away from you foundation you can get roof run-off the better you'll be .....

my prob was solved. blocked gutter. water was spilling over and draining at base of the house.
