Radiant Heat Flooring As Only Heat Source?
 

I'm putting an accessory dwelling unit (basically an apartment to rent) in my basement and was thinking about putting radiant heating throughout and having that be the only heat source. Is that doable? Or should I think about doing baseboard heaters too? I live in Seattle, so it doesn't get that cold here. (Gets below 30 like twice a year.)

I will be paying for all utilities and it will be about 600 sq ft.
