primer lifts a bit of drywall mud


hi all - question - when priming a new drywall install, and the primer (brushing into corners) starts lifting some of the mud (definitely not a lot, just a couple small spots) what's the most likely cause - and fix?

the painter (me)?
the primer (behr)?
other?

the joints are fiberglass tape with setting compound for the tape coat, and the CGC dust control mud for fill and finish coats. sanded and wiped down before priming. it's had at least a couple weeks to dry.

Does it help to thin the latex primer a bit before brushing on?
