Partition top track


I need to install a partition under the bullhead, 88"tall. I tried stud finder, and drilled hole through the surface, but I cannot make sure the position of any studs. The bullhead is drywall finished.
Can I use "Cavity Wall Plug" desgined for cavity wall to attach the top track to the bottom of the bullhead?
