Parge Cement

I am in the process of flipping a house. The house aggresively textured stucco on the rear and side foundations. The front foundation is stone veneer.

I wants to cover his entire foundation with white parge concrete. I want to have the parge to be white in color. What would be to proper way to do this? Would I have to remove the veneer and stucco and expose the block to parge or could I get away with putting lath over it all? Also how would I color it white? Thanks.

if you can get the wire mesh to stick, that's be my choice,,, plaster & white cement = white parging/stucco,,, why white is your decision, tho !
