Okay to lay floor membrane on siding?
 
I've seen that fiberglass/concrete balcony flooring laid on fresh plywood, and on older membrane. Is it okay to put it on flashing as well?

A few more details---where are you going to do this?

Under siding would be bad in most cases--the structure need to breathe tar paper or Tyvek do that.

There's something called "balcony flooring"?

Waterproof in front of exterior door over plywood. Sides around the door just nail in wood, or run flashing behind and under the wood? I think I've seen flashing at the sides of a waterproofed balcony.
