not able to jack up garage
 
how can i replace rotted sill plate in freestanding garage that cannot be jacked up?

The only force on a sill plate is a downward compressive force, with no tensile force trying to stretch the plate along its axis.

Assuming the plate runs north/south, remove rotted areas and, in an east/west direction, force wide pieces, wide in the n/s direction, of rot-resistant material with the compressive strength of wood into the spaces you are creating. Anchor these pieces to whatever you can, with fasteners or adhesive.

how is it built, that it can't be jacked up?

More times than not you don't actually have to "jack up" anything.

Posting some pictures here would be a good start for some real advice for your particular situation.

Quite often the bottom of some studs can be rotten also.
