New Brick Steps Question

Hey guys,

My neighbor just installed these new beick steps, I didn't get a chance to see how they were being build.

Is there a concrete base under each step? Also how do you keep the bricks from poping is they are on concrete, as I would think as you lay brick, the back has to be parged against the vertical concrete riser, otherwise water will get behind it, and pop them.

Also here ia a picture of the type I need info on.
