Need of reinforcement of foundation wall due to HVAC ductwork hole?


We are in the process of selling our home and the inspector had concern that a 50"x34" hole was punched through the brick foundation wall to accommodate the HVAC ductwork. This HVAC was installed in 1996 by the previous owner, so I can't comment on anything that was done or checked, just what I can observe. The hole is between two cinderblock pillars. I have attached the inspector's comments and included a link to Picasa with 4 pictures of the hole and ductwork.

Does this area potentially need to be reinforced further or is this inspector off his rocker?

I don't see any reinforcement. I think the inspector went easy on you when he said
"......having a licensed GC further evaluate....."

If I was the buyer, I would insist that an Engineer first do any evaluation
and recommend any corrective actions.
Your issue is to sell the house, and to do this you have to make the buyer
happy.
