Default Need to Cement Up old Basement Doorway

Hello to all, I'm new here,..............looking for some insight on walling-up a basement doorway that I feel should of never been installed. The prior owner put the basement door in to make easier access to the basement but there is a creek about 50 feet away and if that creek overflows there's only about 2 feet of possible rise before the water comes through the pathway to that door. Needless to say, this worries me alittle, with the doorway walled back up, water would have to rise an additional 7 feet to reach the first floor.
The door & frame is easy enough to remove but I suspect that walling-up the doorway is more than just a matter of mortaring blocks to fit in the opening. Are there any anchors or straps that would be needed also since I would be backfilling this area later,......very gently of course? Or any other structural elements I should know about?

Use rebar to secure it to the side walls.
