Necessary to remove windows when adding flashing?


I know the correct way to flashing is to include a piece across the bottom of the window opening before the window is installed. Is it necessary to remove windows when adding flashing or is there a technique to use where you don't have to remove the windows? Thanks for the help.

Assuming nailing fins.........the bottom flashing should be under the fin.
