Moving water away from foundation.

My garage and my neighbors are 2 feet apart and neither of us has room for gutters. My garage has seepage after a heavy rain. I have started to grade the soil between the garages towards the driveway and put down some plastic sheathing but still get puddles at various places on the sheathing. NO MOISTURE IN GARAFE YET ABD I'VE HAD SIGNIFICANT RAIN SINCE MY INTERVENTION.

My next step is to try to correct the puddle spots by further grading and adding small stones over the sheathing. Is this a sound solution to the problem?
