I would like to move a toilet sewer service in a slab that is the ceiling to the garage, as well as the floor for the next level. The pipes are exposed in the garage.

Post a picture---do you know if this is a post tensioned slab?

If it is you must miss the rebar----I suggest you call a core drilling company to place your hole. those machines(diamond coring) are best left in the hands of a pro---
