Mortar or Grout ?


I'm doing a patio with key ways for decorative stones. My concrete is in and I have some concerns about what I should use to set the stones in. I really want to avoid any cracking. What should I use in the gaps ?
Here's an example.

Mortar or Grout ?


Thinset to stick down the stones, then grout.
