My MAIN concern with this project is safety (13 Small Grandchildren) and have already lost one puppy to this area...

NOTE: Kids will be Kids and like to climb and jump on things they shouldn't....

Next is water shed from stair well, as you can see it's already taken out the door and frame...

Sorry Gentleman... A brick window ledge is above the stairwell... Right know it's not used much but future plans are to make a basement work shop...

why not just put up a railing?

ASAP Put up a railing at least 42" ht. to avoid and on getting knock over into that opening. You do not want a law suit. Put up a rail with no rail gap lest than 4" o.c.
No less than 42" height. Put a gate with lock on it if you want to egress it.
