Little defects around foundation side


I don't think I've ever seen a foundation side that was perfectly smooth all over. All have the occasional chipping. Mine, however, has one spot just above soil level, roughly an inch wide, that I can stick a bamboo skewer in a good four inches. I'm quite sure it fills with rain, and so I think I'd like to repair it. OTOH, freezing is not really an issue, and I imagine it drains pretty quickly. Am I worrying about nothing, and if not, how would I go about repairing it?
