Leveling subfloor slab


I am enclosing a carport 11x24'. It is graded towards the front of the house 1 5/8" over the first 22' and the drops another 1" over the last 2'. My inspector wants a sleeper floor to accommodate 1 1/2" rigid foam insulation. My question is should I use a self leveling cement to bring the floor to level and then do my sleeper/sub floor or should I just rip and shim the pressure tested 2/4's as I go?

Rip and shim the framing, it will be a lot cheaper then the self leveling compound.
