Laying flagstone over concrete steps

Bought some 1.5" irregular tumbled blue stone use for treads going over an existing concrete patio. Wondering what I should use for the mortar?

For the risers, I'm using a Stone Hold/sand mix with mica ledge natural stone veneer. Now I'm at the point of laying the first tread and was hoping to get some opinions. First suggestion was 1 bag S-type mortar to 4 buckets of sand. I live in Philadelphia, so we get plenty of snow but I don't plan on using salt on the steps.

For prep, I scratch coated the risers and brushed on some Quikrete bonding adhesive. Any other suggestions? Use the same thing for the grout? Thanks.
