Jacking and Sistering Floor Joist

Just talked to an engineer yesterday and he suggested either a couple of steel plates or else just sistering some boards along the sides of the joist for now, then keeping an eye on things for a while to see if it starts to crack again. The reason I think it started to crack is that they notched the joist where they did- that's where the crack started. The rest of the joist is in decent shape apparently.

That crack is in the middle of the board, and it looks to be near the center 1/3rd of the span. Are you sure there is an ACTUAL problem here?

I see water spotting on that board as well, could this be simple checking of the lumber - especially since this looks like it is the core of the tree?
