I am planning a house with radiant heat floors on a slab. my plan it to have 2 interior walls to be load bearing. do I need to put footings under them, or just make sure there are no heat pipes under them? or something in between?

Are you doing a "shallow, frost protected slab", or a frost wall with floor?

I would guess the latter, especially with heated floors in your climate. If so, you can either pour a concrete footing at the same time as the frost footings (which is the simpler approach IMO) and set a 1/2 course, 4" CMU block for the wall, OR pour a thickened, re-enforced grade beam into the floor under the wall location.
