Interior insulation
I have a 1600 sq. foot cement block wall house in a warm climate with no insulation, the 4 ton central unit does not get the house below 80. I was thinking of gluing 3" foam panels to interior walls and stucco over foam. Is this possible? I don't want wood or drywall in the house (I am in the hurricane zone).

What R value do you have in your attic? I may make cents (pun intended)
to beef this area up first.

Thanks for the quick reply. I just put 6 1/2" of fiberglass batt insulation. I think this is around R-18.

Interior insulation
Rigid isulation will work on the interior, but the same amount will be more effective on the exterior. That way you get more benefit from the thermal mass.

Then you just stucco the exterior.

It will look nicer if you put it on the outside, IMO stuco walls inside are not nice. Also why lose 3 inches off every wall. If outside, then either stuco over those, or siding.. will look like a new home.

Your $ might be better spent getting attic to R-30 if you have the room and check that your attic is vented properly.

I think you will find a much quicker return on your comfort and energy dollar.

You can still beef up the wall insul and this will be $ well spent.

Ask your power company if they do energy inspections for people... you will be glad you did.

You can also have the exterior walls foamed and sealed with keep a stucco look, and be surprised at the gain.

Try having cellulose blown in your attic on top of the fiberglass, and get up to an R50.....the glass has very little value, no matter what anyone tells you.
