Insulation in utility room

Hello from Earth Texas. We are having problems keeping our water pipes in the utility room from freezing. We have had two below 0 cold fronts in the last week and they are frozen again. The hot froze first and then the cold. We have insulation pretty thick inside the wall and even more added when it was repaired last Sunday. We had another front come in today and it is frozen again.Any suggestions? It has a concrete floor and is on the north side of our house. Thanks!! cs

Insulation in utility room

? is it just the pipes in that room?
are the pipes exposed or in the wall?
do they go up into the ceiling?
are the pipes themselves insulated?

You can get some heat tape and wrap the pipes and only turn on when you need it!
