You are 100% right, not what I was trying to say. Foam in this situation is to provide a capillary break just like the foam board on the concrete wall.

I also posted this as who to handle a pressure treated sole plate on this other post.

Material for capillary break under PT Framing in basement

Notice the MOD's reply and he is our inspector.

Thanks for reading my posts better than I wrote them. All the help I can get is welcome.
