insulating over a concrete slab


I am looking for suggestions on insulating over a concrete slab.
The space in question is an insulated breezeway between garage and house.
I am looking to add electric heaters but want to warm the floor up.
I have up to 1 1/2" to raise the floors before incurring any height problems.
Here's what i'd like to do. Simply cover the floor with 3/4 - 1" rigid insulation create a vapor barrier of the top with black plastic and then go right over the top with a quick lock flooring product such as pergo.
Does anyone know or foresee problems here?
