Insulating crawl space

What is the best way to insulate the crawl? I have a similar situation and I was considering using foil backed plywood as an underlayment (foil side down) or draping a foil bubble wrap in the joist space above the fiberglass batts. Does anyone have any suggestions or better ideas?

Insulating crawl space

The v.b. should be on the ground, 6mil. minimum, overlapped and taped a little up the concrete side walls. Un-faced batts in joist space held up with string or wires.
