Insulating basement pipes

All of my pipes from my gas boiler run along the ceiling of the basement and up to the heating elements. In the basement they are wrapped in this foam tube (not sure what its called). Im not sure if the wrap helps but its really ugly and Id like to improve the look of the side of the finished side of the basement. First, does this stuff make a difference, and (if the answer is yes) is there a better way yo do it?

Yes, it definately makes a difference. However, it depends on your humidity control in your basement. If you can keep it down with a dehumidifier, you may not need the insulation.
