Installing a basement walk-out


I have a block basement that I'd like to install walk-out steps to, and make one or two of the windows larger (egress). I don't know if the walk-out will need a lintel, but I'm sure it will need a drain. The area that I'd like to access is easy to get to for excavation. I don't know if the block has rebar (it's a brick townhouse built in '55), but the basement is about 3/4 underground, with interior 7' ceiling height. The ground floor is a wood joist floor. Many of the townhouses here were built with walk-out's, but mine isn't one of 'em. I'm refinishing most of the rest of the basement, but this where I need to start. What ballpark figure would this cost contractor wise? One guy told me over 10k. How do I know if the contractor is giving me a BS figure? Also what parts of this project are 'simpler' - I am thinking that the excavation for the windows & maybe for the walkout, I could do, or installing the door itself.
