installation of siding on a house

The contractor used pieces of cardboard to even out surface and then installed siding over it. Does that meet Chicago code?

Would not meet code any place!
Should have use fan fold insulation instead in most cases.

cardboard is only ok for interior purposes when a stud needs to be furred out by 1/8 - 3/16 for drywall to lay flat.. for exterior you have to use something that is rot resistant as joe mentioned.. .. when were installing siding that gets a rain screen detail we use cedar shims behind the strapping and run a long level across the strapping to create a true surface
