How would you correct a first course of foundation block that is out of square?

My first layer of block on the foundation is out of square? what can I do to correct this problem? Is it alright to stack the second layer either inside or outside of the existing layer of block?

Depends upon how out of square it is.

If you haven't added courses on top of it, now is the time to make it square and do it right. If your courses don't line up vertically, the wall won't properly transfer the imposed loads.
